The NZ Government is a signatory to the Constitution and Convention of the International Telecommunication Union (ITU), and as such is a Member State of the ITU. Together with the ITU Administrative Regulations, the Constitution and Convention form a binding international treaty. The Administrative Regulations comprise the Radio Regulations and the Telecommunication Regulations.

New Zealand is also a member of the Asia Pacific Telecommunity (APT) which is a inter-governmental organisation concerned with telecommunications (including radiocommunication). In addition to other wider telecommunications activities, the APT provide a facility for discussion and co-ordination of views on matters at upcoming ITU meetings.

As a treaty signatory, New Zealand takes an active role in the ITU and APT in order to ensure that international policies are consistent with the New Zealand regulatory frameworks and that our interests are adequately protected. This role is undertaken by the Ministry of Economic Development 
and necessarily involves input from and discussions with other Ministries and Departments, organisations operating radiocommunication and telecommunications services (including broadcasting), spectrum licensees, and other interested parties. These discussions are achieved through the New Zealand Radio Sector and this web site has been established to facilitate communications with members of the Radio Sector and to provide general information to other interested parties.
